When a Culture of Silence Meets a Culture of “Fixing Things”

In some Department of Defense, Department of War, and Coast Guard environments, speaking up can carry personal and professional risk, while attempting to address problems may be perceived as disruptive. This article examines the tension between organizational silence and efforts to correct systemic issues, and how that dynamic can create friction between federal civilians and service members. It explores the broader concern that these cultural pressures may unintentionally discourage accountability and obscure leadership failures.
